Sultan Abdulhamid II’s Search For Health For His People: Kepekler Hot Spring

Abstract

Kadim bir geleneğe sahip ve halk sağlığı bakımından son derece önemli olan kaplıcaların inşa ve ihyası için Osmanlı Devleti tarihinde zaman zaman çeşitli adımlar atıldı. Sultan II. Abdülhamid döneminde de ülke çapındaki kaplıcalardan halkın faydalanması ve buraların birer sağlık merkezi hâline getirilmesi için önemli bazı atılımlar gerçekleştirildi. Bunlardan birisi de Karesi sancağının Bandırma kazasındaki Kepekler kaplıcasıdır. Bizzat Sultan II. Abdülhamid'in emriyle, kaplıcaya çeşitli rahatsızlıkları olan hastalar ile onları tedavi edip kaplıcanın vasıflarını ve mevcut durumunu tespit için bir heyet gönderildi. Bu çalışmada, devletin sağlık politikasının önemli bir ayağı olan kaplıcalar hususunda yürüttüğü çalışmalar, Kepekler kaplıcası nezdinde ele alındı. Başbakanlık Osmanlı Arşivi'nden elde edilen belgelere istinaden, Kepekler kaplıcasının fiziki ve sıhhi durumu ile hasta profili ve tıbbi faydaları devrin uzmanlarınca kaleme alınan raporlar doğrultusunda incelendi. Ayrıca kaplıcanın konumu ve vaziyetini gösteren krokiler ile fotoğraflardan oluşan zengin bir görsel koleksiyondan da istifade edildi. Böylece 19. yüzyıl sonları ve 20. yüzyıl başlarında Kepekler kaplıcasının mevcut durumu ile yeniden ihya girişimleri ortaya konuldu.

Abstract: Several steps were taken from time to time in the history of the Ottoman State for the construction
and amelioration of the hot springs which have an ancient tradition and which are very important for public health.
During Sultan Abdulhamid II’s period, some important steps were also taken in order to make the people benefit from
the hot springs throughout the country and to turn these places into health centers. One of these is Karesi Sanjak’s
Kepekler hot spring in Bandırma District. By command of Sultan Abdulhamid II himself, patients with various
disorders and a team to treat the patients and to determine the qualities of the hot spring and the current situation were
sent to the hot spring. In this study, studies carried out by the state on hot springs which are an important aspect of
health policy have been discussed within the context of Kepekler hot spring. Relying on the documents obtained from
the Prime Ministry Ottoman Archives, physical and sanitary condition of the Kepekler hot spring, patient profile and
medical benefits have been examined according to the reports written by the today’s experts. Moreover, a rich visual
collection consisting of photos and drawings showing the location and situation of the hot spring was an information
source. Thus, the current situation of Kepekler hot spring in late 19th and early 20th centuries and rehabilitation
initiatives have been introduced.
