Night-Watchman in Old Stamboul and the Night-Watchmen Regulations in the Context of Organization of District Guardianship in the Second Constitutionalist Period (1908-1918)

Abstract

Öz: Bekçi, eski İstanbul’un asayişi söz konusu olduğunda pek de hatıra gelmeyen bir karakterdir. Oysaki kentin farklı mıntıkalarında görevlendirilen bekçiler, sadece geceleri İstanbul sokaklarının güvenliğini temin etmekle kalmamış, görevlerini yangın gibi zamanın yıkıcı tehditlerine karşı da çoğu kez başarıyla yerine getirmişlerdir. İstanbul’da kamusal bir asayiş birimi olarak bekçi teşkilatının işlevsel biçimde oluşturulması ise II. Abdülhamit devrinden itibaren sık sık tartışmalara konu olmuş ve bunların neticesindeki düzenlemeler İttihat ve Terakki iktidarında da devam etmiştir. Bu yazı, Osmanlı İstanbul’unda bekçilerin asayişe ilişkin vazifelerine ışık tutmanın yanı sıra mahallî bir inzibat türü olan bekçiliğin hangi şartlar altında yerine getirildiğine ve modernleşme düşüncesiyle bekçi teşkilatının örgütlenmesi arasındaki bağlantıya dair, 1908-1918 yılları arasına odaklanan bir inceleme gerçekleştirmeyi amaçlamaktadır.

Abstract: Night-watchman is a neglected character when it comes to the public order in the old Istanbul. However, charged in the different districts of the city, night-watchmen not only provided the security of Istanbul streets in the nights but also fulfilled their missions successfully by fighting against the destructive menaces of the day like fires. As a public unite, organization of district guardianship in Istanbul was oftenly debated as of the era of Abdülhaid II and consequences of these debates continued by giving way to new applications during the reign of Committee of Union and Progress as well. This paper deals with shedding a light on the duties of night-watchmen, the conditions under which district guardianship was performed as well as the relationship between the will of modernisation and organisation of district guardianship in Ottoman Istanbul between the years of 1908-1918.
