Abstract

Öz: Osmanlı Rumeli’si bugün hâlen birçok veçhesi ile yeteri kadar çalışılmamış bir coğrafyadır. Ki bu
eksiklik bölgenin güney batısına doğru inildikçe artmaktadır. Yani Balkanlar’ın merkezî alanındaki birçok şehir ve
mesele çalışmalara konu edilmiş olsa da Adriyatik kıyılarına yaklaşılırken özellikle de Arnavutluk coğrafyası yeteri
kadar incelenmemiştir. Bu çalışmada bahsi geçen eksiliğin giderilmesi için bölgenin en stratejik merkezlerinden biri
olan Draç’ın Osmanlı eline geçişi ve hemen sonrasındaki dönemine odaklanılmıştır. Osmanlı klasik çağına dair bir
idari düzen araştırması olan çalışmada iki noktaya değinilecektir: bölgenin fethi ve sonrasındaki idari teşkilatlanması.
Bu çalışmada bölgeye dair hazırlanan en önemli tahrir kayıtlarından biri incelenmiştir. Ayrıca destekleyici başka
arşiv kayıtları da kaynak olarak kullanılmıştır. Bu noktada çalışmanın Draç’a dair ilk, bölgeye dair de en tafsilatlı
çalışmalardan biri olduğu söylenebilir.

Abstract: The Ottoman Rumelia is still a geography that has not been studied enough in many aspects today.
This deficiency increases as one moves towards the south-west of the region. In other words, although many cities
and issues in the central area of the Balkans have been the subject of studies, the geography of Albania, in particular,
has not been sufficiently studied while approaching the Adriatic coast. This study focuses on the passing of Draç, one
of the most strategic centers of the region, to the Ottoman hands and the period immediately after it, in order to
eliminate the aforementioned deficiency. It is an administrative order research about the region in the Ottoman
classical age. Therefore, it focuses on two points: the conquest of the region and its subsequent administrative
organization. At this point, it can be said that the study is the first one on Draç and one of the most detailed studies on
the region. This study examines one of the most important tahrir records of the region. However, some other archival
records supporting this record are also among the sources.
